General penalty

(1) Every person who commits an offence under, or who acts in contravention of or fails to comply with the provisions of this Act for the punishment of which no special penalty is provided in this Act shall be liable in the case of a first offence to a fine not exceeding one hundred dollars and in the case of a second or subsequent offence to a fine not exceeding two hundred and fifty dollars.
