General penalty

Any person who commits a breach of any provision of this Act of any Regulations made thereunder shall, where no penalty is expressly provided for such breach, be guilty of an offence and be liable to a fine not exceeding five thousand dollars or to a term of imprisonment not exceeding one year, or to both such fine and imprisonment.
