When penalty not to be invoked

Nothing in section 8 (1) or in section 9 of this Act, shall render any person liable to any penalty for selling, (a) any article required for immediate use by reason of any emergency arising from sickness, ailment or death of any person or animal; or (b) goods of any description required for the use of any ship or aircraft about to leave Belize, 13 Provided that the seller thereof has reasonable grounds for believing such articles or goods to be required for any of the purposes in this section mentioned.
