No manufacturer shall purchase or take delivery of any sugar cane from the members of the association or from cane farmers in excess of that manufacturer’s quota allocated by the SCPC in accordance with section 61, Provided that it shall lawful for each manufacturer to accept mature sugar cane with the written approval of the other manufacturer and with the approval of the SCPC. 40
