Access to systems

An operator– (a) shall make rules on access to a system which are objective, non-discriminatory and proportionate; and (b) shall not inhibit access to the system more than is necessary to safeguard against risks, including– (i) credit, liquidity, and systemic risks; (ii) settlement risks; and 30 (iii) the risk that deficiencies in or internal controls could result in unexpected loses.
