Effect of appeal

An appeal to the Appeal Board against a decision of the Central Bank shall not have the effect of suspending the execution of such decision, unless on an inter parties application made to the Chairman of the Appeal Board, the Chairman having heard both sides, is of the opinion that exceptional circumstances exist that warrant the grant of a stay of any further action by the Central Bank.
