Only Director of Public Prosecutions to prosecute for fine, etc

It shall not be lawful for any person to commence, prosecute, enter or file, or cause or procure to be commenced, prosecuted, entered or filed, any action, plaint, petition or information in the Supreme Court or before any court of summary jurisdiction against any person for the recovery of any fine, penalty or forfeiture made or incurred under the provisions of this Part unless it is commenced, prosecuted or filed in the name of the Director of Public Prosecutions.
