Liability

Unless otherwise mentioned– (a) masters of vessels shall in all cases be liable for the breach of any of these Regulations and for any damage caused by their vessels; (b) in the case of doreys, lighters, barges or hulks, the owner or owners shall be jointly and severally liable with the master, if any, for the breach of any of these Regulations relating to any such vessel.
