Speed

A master of a vessel shall not navigate such vessel in the harbour at a speed, or in such a manner as, having regard to all attendant circumstances, including the state of the weather, the volume of the traffic, and the wake caused by the navigation of such vessel, to cause or be likely to cause danger to life, risk or damage to or collision with another vessel, raft, buoy or thing whatsoever, or damage to a wharf or other vessel anchored or moored alongside such wharf, or to a raft, or to cargo in a vessel lying alongside a wharf. 44 Harbours and Merchant Shipping
