Rule of the river

A master of a vessel navigating in the Belize River or in the channel through the bar of such river shall keep to that side of such river or channel which lies to the starboard or right-hand side of his vessel, provided that this regulation shall not apply to a vessel dependent on sails alone for her motive power when such vessel is beating to windward either in or out of the above-mentioned channel.
