Obedience to signal

The master of a vessel under way in the harbour shall, on a signal being made from a Government boat flying the blue ensign, or when required so to do by the Harbour Master or officer deputed by him, immediately cause such vessel to heave to, slow down, or stop as may be directed, to enable the Harbour Master or such officer to come on board.
