Determination of the maximum number of passengers to be carried by vessels

The Harbour Master shall determine the maximum number of passengers to be carried by any vessel, and in case of dispute, the matter shall be referred to the Minister whose decision shall be final. The Harbour Master in determining the engaged in the coastal, harbour and river services, shall be guided as far as possible, having regard to local conditions, by the U.K. Board of Trade regulations on passenger accommodation.
