(1) Whenever it shall appear necessary in the public interest that any goods be removed from a public wharf the Harbour Master may order the owner or other person having charge of such goods to remove them from the public wharf within a specified time and, if such goods are not removed by the owner or person in charge, they may be removed by the Harbour Master at the expense of the owner or person in charge. goods.
