Minister to make regulations

(1) The Minister may from time to time make regulations– (a) for the fixing and levying of light dues; 12 (b) for the fixing and levying of port, harbour, tonnage or other dues in respect of ships of various classes; (c) for the payment of all such dues or any of them. (2) All such regulations shall be submitted for approval to the National Assembly which may by resolution rescind, add to, alter or amend them, and upon such approval shall be published in two successive issues of the Gazette and thereafter shall have the force and effect of law.
