Penalty for obstructing

Every person who, having notice of the intention to make such survey, wilfully does or causes to be done any act by which the person appointed to make such survey is prevented from or obstructed in ascertaining the condition of the ship, the ship’s 26 equipment, machinery and cargo, is liable to a fine not exceeding five hundred dollars. etc.
