Power of Chief Engineer to make and keep open ditches and lay trunks, etc

The Chief Engineer may excavate, cleanse, clear and keep open all ditches, drains, gutters and water courses, and also may construct such tunnels, culverts or bridges as he thinks necessary for the protection, preservation, improvement, repair or construction of any public road in or through any lands or grounds adjoining or lying near to such public road. 16
