Power of Chief Engineer to make temporary roads

The Chief Engineer may make a road through the grounds adjacent or near to any public road during the execution of any work thereupon or in any way connected therewith, provided that such road shall not run over any ground whereon any building stands nor over an enclosed garden or yard.
