No motor vehicle or trailer fitted with one or more soft solid tyres shall be used on any public road unless such tyres shall be at least ⅞'' thick measured from the nearest part of the wheel to the ground, nor shall any motor vehicle be used on any public road with deflated tyres or without tyres.
