Minimum requirements to be observed when riding motor cycles

Any person driving a motor cycle shall only ride upon the permanent and regular seat attached thereto, and such driver shall not carry any other person nor shall any other person ride on that motor cycle unless such motor cycle is designed to carry more than one person, in which case the passenger may only ride on the motor cycle upon the permanent and regular seat if such seat is designed for two persons.
