Special permit to use vehicle

The Department may grant a special licence to the owner of a motor vehicle or trailer to use the motor vehicle or trailer on any public road for such period and on such conditions as may be specified in the licence. The licence may be granted notwithstanding that the said motor vehicle or trailer or the use of such motor vehicle or trailer on a public road is not in accordance with the provisions of this Act or of any regulations made thereunder.
