In the event of a conflict of laws, this Act to prevail

(1) Whenever the provisions of this Act or of any regulations are in conflict with any other law relating to the control of vehicles and road traffic, the provisions of this Act and the regulations shall prevail. (2) Whenever any powers conferred on the Department or the Commissioner of Police under this Act are similar to powers conferred on a municipal or other authority under any other law and there arises any conflict or dispute as to the exercise of such powers, the matter at issue shall be referred to the Minister who shall decide which authority shall exercise such powers and the manner in which powers shall be exercised.
