Packets which may be registered

(1) Subject to the provisions of these Regulations any postal packet shall be registered for a fee of two dollars for each packet. (2) This regulation shall not apply to any packet addressed to initials or in pencil but such packet may be addressed in copying ink pencil unless it is sent in an envelope with a transparent panel.
