Packets found to contain jewellery and liable to registration fee

Where any unregistered postal packet addressed or due to be returned to a person in this country is opened and found to contain coin, jewellery, currency or bank notes, it shall be liable to a registration fee of five cents, less any amount prepaid in 27 excess of the postage, and such registration fee shall be paid before delivery to the addressee or sender.
