Declaration. Certain offences by master. Penalties

(1) Every master of a vessel who, (a) refuses or wilfully neglects to make the declaration referred to in section 27 of this Act; or (b) breaks bulk, or makes entry before all letters on board, not exempted from postage, are sent to the Post Office, shall forfeit fifty dollars. (2) Every person on board any ship liable to the performance of quarantine, who on demand neglects or refuses to deliver to the person appointed to superintend the quarantine of all such letters in his possession, shall forfeit one hundred dollars.
