Evidence of documents

A copy of any Rule, Regulation, Order or other document in the custody of the Chairperson, certified by the Chairperson to be a true copy and sealed with the seal of the Commission, shall be conclusive evidence of the existence of such Rule, Regulation, Order or document without proof of the signature of the Chairperson.
