Fixing of hearing

(1) Where any person or company within the time specified by the Commission satisfies the complaint, the Commission by its Order shall dismiss the complaint. (2) Where such person or company does not satisfy the complaint within the time specified and it appears to the Commission from consideration of the complaint and answer, or otherwise, that reasonable grounds exist for investigating such complaint, it shall be the duty of the Commission to fix a time and place for hearing the complaint, Provided that the Commission may dismiss any complaint without a hearing if in the opinion of the Commission a hearing is not necessary in the public interest, or if the complaint appears to the Commission to be frivolous and vexatious.
