Transitional provision concerning water and sewerage rates

Notwithstanding any agreement or rule of law to the contrary, where any premises is at the commencement of this Act supplied with water by a licensee or is served with sewerage facilities, until the owner thereof gives notice in writing to the licensee of the name of the occupier and the licensee makes demand on such occupier therefore, the water rates and sewerage rates in respect of such premises shall be payable by the owner thereof.
