Operations by Minister to remedy or forestall pollution

Where it appears to the Minister that any poisonous, noxious or polluting matter has entered or is likely to enter in any waters, he may carry out such operations as he considers appropriate to prevent the matter from entering the water, or to remove or dispose of the matter and to remedy or mitigate any pollution caused by its presence in the water.
