Obstruction or pollution of water course or water resource

(1) No person shall, without authority under this Act, watercourse or (a) wilfully obstruct, interfere with, divert or abstract water from any watercourse or any water resource, or negligently allow any such interference, diversion or abstraction; or (b) throw or convey, or cause or permit to be thrown or conveyed, any rubbish, dirt refuse, effluent, trade waste or other offensive or unwholesome matter or thing into or near to any water resource in such manner as to cause, to be likely to cause, pollution of the (2) A person who contravenes this section commits an offence and is liable on summary conviction to a fine not exceeding ten thousand dollars, or to imprisonment for a term not exceeding one year, or to both such fine and term of imprisonment.
