Department of Environment to certify discharge of effluent or otherwise

(1) An applicant, pursuant to section 16 of this Act, shall apply to the Department of Environment for certification that the purpose which he is seeking a license will, or is likely to, or will not result in the discharge of effluents. (2) The applicant shall attach the certification under subsection (1) of this section to the application for license under section 16 of this Act.
