Where the Board refuses to issue a certified user’s licence to any person, the Board shall inform that person, in writing, of its reasons for such refusal, provided that the Board shall only refuse to issue a licence if the person does not meet any or all of the requirements specified in Schedule III or Schedule IV hereto.
