(1) Any person who contravenes the provisions of this Act or who assists, encourages or induces, in any way any other person to engage in any activity prohibited under section 4 commits an offence and on conviction on indictment is liable to a fine of fifty thousand dollars and to imprisonment for seven years. 18 (2) Proceedings for an offence under this Act shall not be instituted except by or with the consent of the Director of Public Prosecution.
