Training of staff and human resources development programme

(1) The Board shall develop and implement a human resources development programme, including an equal employment opportunity programme, for the staff of the (2) The Board shall endeavour, subject to the availability of resources, to train or facilitate the training of the staff of the Authority to better enable such staff to fully execute their duties. (3) The Board shall take whatever action is necessary to give effect to the human resources development programme developed under sub-section (1) and any person who exercises powers in relation to employment matters for the Authority must have regard to the programme when exercising those powers.
