Non-discrimination in applying permissible restrictions

The Competent Minister, in applying the restrictions pursuant to section 21, shall not discriminate on the ground of nationality and– (a) shall progressively relax them as relevant conditions improve; or (b) may maintain them only to the extent that conditions mentioned in section 21 continue to justify their application.
