Regulations

(1) The Minister may make regulations generally for giving effect to the provisions of this Act and without prejudice to the generality of the foregoing may make regulations– (a) regulating the issue. amendment, revocation or replacement of qualifying certificates and for the payment offers by the persons applying therefor; (b) providing for the and maintenance of a register of persons to whom or in respect of whom qualifying certificates have been issued, amended, revoked, or replaced; (c) providing for the issue to any person who is exempt from any of the provisions of this Act a certificate stating the nature of the exemption; (d) with respect to the surrender or cancellation of any qualifying certificate issued by the Schedule I. Schedule II. Schedule III. (e) amending Schedule I, Schedule II and Schedule III; (f) prescribing the forms to be used for the purposes of this Act; (g) prescribing any other matter or thing required to be prescribed under this Act. (2) Regulations made under this section shall be subject to negative resolution.
