Section 13

Where possible, stores shall be purchased from the cheapest source whether local or foreign, however the Accounting Officer [or other responsible officer] shall ensure, prior to purchase, that the quality of items is suitable and satisfactory. An Accounting Officer shall obtain the prior written approval of the Financial Secretary where the cost of individual items of stores to be purchased locally exceeds ten thousand dollars, or the total costs of items to be purchased locally in any single order exceeds twenty thousand dollars. Accounting Officers and other responsible officers shall use the Tender procedure outlined in Chapter 10 of the Financial Orders.
