Section 19

He is the officer in charge of the accounts of the department and, as such, it is his responsibility to see (subject to the overall direction of the Accountant General) that a proper system of accounting is established in every branch and district office. He shall also ensure that public revenue is collected promptly and properly accounted for, and that expenditure and other disbursements are properly made under the correct Accounting Combinations (cost centre, line item etc.) of the estimates.
