Section 18

As stated above the Finance Officer is the financial adviser to the accounting officer and in this capacity it is his duty to advise on the financial aspect of every activity of the department and to ensure that government regulations, etc. are implemented correctly, within the framework laid down in the Control of Public Expenditure Handbook.
