Registration of birth after twelve months, how effected

After the expiration of twelve months from the birth of any child, such birth shall not be registered, except under the written authority of the Solicitor General or the Registrar of the district and upon payment of the prescribed fee, and the fact of such authority having been given shall be entered in the register.
