Licences not assignable

(1) Except as provided in regulation 13(4), no person to whom a licence has been granted under these Regulations shall transfer or assign it to any other person, or in any way alter, deface or destroy such licence before the date of expiration thereof. (2) Any person who contravenes or fails to comply with the provisions of this Regulation commits an offence.
