All proceedings under section 13 of this Act, for the purpose of obtaining the summary conviction of any person as mentioned therein, may be brought in the summary jurisdiction court of the judicial district in which the offence was committed, in the name of the chief officer or non- commissioned officer of police in such district at the time when such proceedings are brought.
