Harassment

No person shall in or within a distance of fifty yards from the shelter harass any other person lawfully using the shelter byH (a) accosting or following that other person about without lawful excuse; (b) using abusive language to that other person; (c) importuning that other person; (d) persistently begging from that other person; or (e) importuning that other person to buy goods or services.
