Refusal of licence

(1) The Minister may refuse to grant a licence on the following grounds that, (a) the applicant has been convicted of an offence; (b) the Minister is not satisfied as to the character or antecedents or competence of the applicant. 34 (2) Upon refusing to grant a licence, the Minister shall notify the applicant of his decision, stating the reasons for such a decision.
