Licensing criteria

In considering the grant, refusal, or revocation of licences under these Regulations, the Commissioner shall have regard to, inter alia, the following criteria– (a) the criteria appropriate for securing that persons who engage in any business or activity under a licence are fit and proper persons to engage in such business or activity; (b) the relevant training, experience, qualifications and skills of persons which are necessary to engage in the business for which they are licensed; (c) the resources of applicants to engage in such business; (d) any other factors relating to such other matters as the Commissioner thinks fit.
