Punishment for refusal or neglect to provide access

Every principal officer of a Ministry, Department or prescribed authority who refuses or neglects without cause to provide access to public documents in accordance with the provisions of the Act, is guilty of an offence against discipline and shall be liable to a fine not exceeding one thousand dollars 21 by the authority responsible for exercising disciplinary control over such officer, or such other penalty, including dismissal, as the said authority may consider appropriate in all the circumstances of the case.
