Public officers not to be paid

No witness allowance shall in any criminal case whatever be paid to prosecutors or witnesses in the pay and employ of the government, but in every such case a travelling allowance shall be paid to such persons under and subject to such administrative provisions in force relating to payment of travelling allowances to public officers, unless the court before which the case is tried otherwise orders.
