Certificate of Registrar without a jury to have the force and effect of an inquisition

Where the Registrar or other person certifies that the person alleged to be of unsound mind is of unsound mind, and incapable of managing himself or his affairs or that he is of sound mind and capable of managing his affairs, the certificate shall have the same effect as an inquisition taken upon the oath
