Certificate of Minister

Where, in any criminal proceedings, a question arises whether or not an act or omission occurred within the limits of internal waters, the territorial sea, or the exclusive economic zone, a certificate, purporting to be signed by the Minister, to the effect that the act or omission did or did not so occur shall 23 be received as evidence of that fact, but without prejudice to the right to adduce evidence in rebuttal.
