Proceedings for offences and penalties

(1) No proceedings shall be commenced for any offence or penalty under this Act, except by the leave of the Director of Public Prosecutions, or of the Commission. (2) The Commission may direct the Secretary, or such other persons as it may think fit, to commence and prosecute the proceedings for such offence or penalty.
