Drugs not to be tampered with

It shall be unlawful for any person to cause any controlled drug in transit to be subjected to any process which would alter its nature, or wilfully to open or break any package containing a controlled drug in transit except upon the instructions of the Comptroller of Customs and in such a manner as he may direct.
